My guest is a retired member of the New York City Police Department and is a trainer to police officers from many countries. He has had experience in many high profile cases including hostage cases. He explains what hostage negotiation is, why this alternative style of policing (compared with tactical policing, which is often considered the final option when all else fails) is needed to resolve crisis incidents and why it has become so prevalent in police forces since 1973.
