He and I talked about crisis management and especially what happens in a crisis that may lead to conflict; how to improve communication and learning from a crisis. He explained how time pressure and high stakes can cause curse of knowledge especially when experts communicate with the public during a crisis. He also talked about hindsight bias and outcome bias that make crisis even more difficult to handle leading to conflicts when the crisis is over. He suggested what kind of policies can be developed to handle these behavioral tendencies.
